This translation is intended for people who already know English and are learning Japanese. It is not intended to be used to learn English, because the sentences in English may use strange or awkward wording in order to illustrate the vocabulary and grammar of the original Japanese.

It's tempting to assume that the literal meaning of this is "this place is full of pleasant friends", since いっぱい is used to mean "full of" (as we will soon see). However, "full of [noun]" is [noun]いっぱい, not が; here it just means "many".

気を付けて is an extremely common idiom. It comes from 気を付ける, to be mindful of something. It is often used as a general farewell even when there's not anything in particular to worry about (compare "Take care!" in English), but since Babs is clearly worried about Buster's safety, "Be careful!" seems more appropriate.

Dizzy uses Tarzan-speak, so it's not surprising he'd refer to himself in the third person and eschew particles. (Particles are often omitted in normal casual speech too, but the way it's done here stands out.)

(As he uses 俺 in the very next sentence, I think him using his name to refer to himself is more due to the fact that in Japanese this is acceptable and mostly used by young children, i.e., indicating lacking intellect. Or perhaps to add a Japanese-style cuteness factor to his character?)

全く means "really; truly; completely", but it can also be used as an expression of exasperation, and Buster is clearly exasperated at Max here, especially given his expression.
